Metal Gear Solid in FIST: Ultra Edition

I've been tossing around the idea of a Metal Gear Solid TTRPG for a little bit now. Being someone who loves fan works and reinterpretations, and having read through the plot synopsis of the AC!D spin-off games, I've been gravitating towards an idea of re-imagining of MGS starting from MGS1 and working our way out from there. Here's my idea of what I've got, feel free to ask me questions or make suggestions or just talk me through this lol

The System:
I'm considering the most would be FIST: Ultra Edition by CLAYMORE. MGS is one of the (many!) listed inspirations for the game, and reading through the rulebook it feels like it's the best fit I can imagine. The only thing that I see missing is rules for players that aren't on the ground, like a Col. Campbell (MGS1), Otacon (MGS2, Tanker), or Rose (MGS2, Big Shell). I feel like that's something that could be tacked on pretty easily, since FIST seems to be a bit like the 2d6 Powered By The Apocalypse games, so adding a 2d6 move for those types of characters would be fun.

The Setting:
The idea would be to start with Shadow Moses Island and MGS1. During a training mission on Shadow Moses Island, the paramilitary group FOXHOUND takes over the US military compound on the island. They demand $1 billion and the remains of Big Boss from the US Government or they will launch a nuclear strike on the US. The US has called in their own special forces, [GROUP NAME TO BE DECIDED], to infiltrate Shadow Moses Island, secure Shadow Moses Island, stop the nuclear strike, and take out FOXHOUND for good.

The Characters:
Keeping in theme with the re-imagining, I think that any character on the Solid Snake side of MGS1 should be playable, like Col. Campbell, Naomi, Otacon, and Solid Snake. Additionally, depending on what the vibes are of the group, I think that making new characters in either the Ops/CODEC-call side or Ground/Sneaking side is totally fine and encouraged. This isn't a 1-to-1 of MGS1, this is our own version, where we're playing a little bit with our own knowledge of the series and the stories it tries to tell, while putting our own spin on it and making the universe our own, so making new characters and shuffling existing characters around would be fun.
